The Council will receive testimony on the FY23 Capital Budget and FY23-28 Capital Improvements Program (CIP) for County Government, MCPS, Montgomery College, Maryland-National Capital Park and Planning Commission, WSSC, Washington Suburban Transit Commission, Revenue Authority, Housing Opportunities Commission, and municipality and State projects. Projects in the six-year program include facilities for parks, recreation, roads, schools, community college, libraries, fire stations, mass transit, housing, police, correction and rehabilitation, general government, and other public purposes.
Capital projects are primarily funded with money from future issuance of bonds. Additions, deletions, or modifications to the CIP and Capital Budget may be made subsequent to the public hearings. Council action on the WSSC CIP is also an update to the Comprehensive Water Supply and Sewerage Systems Plan.

The Council will receive testimony on a resolution to adopt a Board of Health Regulation to prevent the spread of COVID-19 in the County - Vaccination Requirements to Enter Bars, Restaurants, Recreation Centers, and Other Covered Establishments

Resolution Supporting the Establishment of an Additional Early Voting Center in the County

(1) The Council will receive testimony on guidelines for the next operating budget. The Council must adopt guidelines for the next operating budget by the second Tuesday in February. The spending affordability guidelines that must be adopted are: a ceiling on the funding from ad valorem real property tax revenues, a ceiling on the aggregate operating budget, and separate budget allocations for all agencies and certain non-agency uses.
(2) Supplemental Appropriation to the County Government's FY22 Operating Budget, $954,266 for Incubator Programs Non-Departmental Account (NDA) (Source of funds: General Fund Reserves)

The Council will receive testimony on Corridor Forward: The I-270 Transit Plan. For this hearing the Council also wishes to solicit public testimony on the choice of the priority transit project to be funded with ongoing toll revenue from Phase 1 South and Phase 1 North of the Maryland Department of Transportation's I-270 & I-495 Managed Lanes Study.

The Council will hold a public hearing on the Planning Board Draft of the Silver Spring Downtown and Adjacent Communities Plan approved by the Montgomery County Planning Board on January 6, 2022. The Draft of the Silver Spring Downtown and Adjacent Communities Plan contains the text and supporting maps for a comprehensive amendment to the approved and adopted 2000 Silver Spring Central Business District Sector Plan and also amends the East Silver Spring Master Plan, and the North and West Silver Spring Master Plan, both approved and adopted in 2000.
