Final Notice and Public Explanation of a Proposed Activity in a 100-Year Floodplain To: All Interested Government Agencies, Groups and Individuals This is to give notice that the US Department of Housing and Urban Development (HUD) under 24 CFR Part 50 has conducted an evaluation as required by Executive Order 11988 in accordance with HUD regulations at 24 CFR 55.20 Subpart C, Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is proposed for funding, under Section 221 (d)(4) - New Construction of the National Housing Act, FHA #000-35550. The proposed project, which will be known as Addison Row, is a 321-unit apartment project in Capitol Heights, Prince George's County, Maryland. The proposed development occupies 24.97 acres located north of Addison Road and west of North Englewood Drive at address 4800 Addison Road in Capitol Heights, Prince George's County, Maryland. Beaver Dam Creek runs along the north property line, and a 100-year floodplain extends along this water body as determined by FPS #200143. An existing 36" storm drain outfall is located within the 100-year floodplain. The portion of the outfall within the floodplain consists of approximately 11.9 linear feet of 36-inch underground reinforced concrete pipe, a 47-foot long and 10-foot high headwall, and approximately 2,260 sf of riprap. The development plans to utilize this existing outfall for the storm drain/storm-water outfall. The County requires the development to provide 100-year flood control for the site. Thus, the storm drain system must be designed to convey the 100-year storm. To do so, the existing outfall pipe must be upsized. The existing pipe ranges in depth from about 10 feet below existing grade at the headwall to about 14 feet deep at the manhole outside the floodplain. To replace the pipe, a trench will be excavated approximately 4 feet wide and 10-14 feet deep (the portion of trench within the floodplain will be 10-11 feet deep). Track and skid steer excavators will be used to dig the trench and the excavation will be laid back at a 2:1 slope from the trench edge. The existing pipe and manhole will be removed. The existing headwall will remain in place, and a larger hole will be cut in the wall to accommodate the new 48-inch pipe. A new manhole will be installed outside the floodplain, and a new 48-inch reinforced concrete pipe will be installed. The trench will be backfilled, and the grade will be restored to its previous condition and stabilized. The existing riprap will be cleaned to remove sediment. Additional riprap may be added to ensure a stable and non-erosive outfall. The total limit of disturbance within the floodplain is approximately 2,592 sf. The disturbance is temporary, and no permanent modifications will be made to the floodplain. HUD has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: (i) Development of this site would provide rental housing alternatives in a submarket of Prince George's County in a rapidly growing neighborhood just outside Washington, D.C., and will assist with revitalizing the community by removing an underutilized, blighted property. Based on the demand for this type of development in the area, successful rezoning of the site, lack of on-site wetlands or regulatory floodways, minimal area of floodplain impacted by the proposed stormwater outfall upgrade, location along a primary thoroughfare leading directly into the District, proximity to two Metro Stations about a half mile walk from the site and other rapidly emerging neighborhoods in nearby Northeast D.C. such as Fort Lincoln, Ivy City and the H Street Corridor, this site has been identified as an ideal location for the development. (ii) Alternatives were investigated for the proposed development that included evaluating alternative locations and the "no action" alternative. A no action alternative was considered and rejected because of the current status of the property as blighted, underutilized, and in need of improvements. The conversion of the property into a newly-developed, multifamily residential community will greatly improve the conditions in the surrounding area, provide housing in a commuter-friendly location for local residents, and attract new residents to the area. The construction and new residents will increase revenue in the immediate vicinity. (iii) Although the Addison Row site extends slightly into a floodplain, the project has been adapted in order to minimize effects on floodplain values. The improvement (stormwater outfall) within the floodplain is already existing, and the upgrade of the outfall and pipe will improve overall function of the system and result in temporary impacts to a very limited area of the floodplain. Impacts will be further limited by implementing best management practices for soil erosion control during the construction phase. There are three primary purposes for this notice. First, people who may be affected by activities in floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in a floodplain, it must inform those who may be put at greater or continued risk. Written comments must be received by HUD no later than eight days after the publication date of this notice.
